If I only plug the RCA cable part of the way in, without the ground making contact, it seems to be much better. The caps in the power supply look fine as well but could still have issues. I have only replaced the RIFA cap in the power supply but can replace the others if that may be the cause. The monitor is a Samsung TV/LCD Monitor combination.

It does appear to be some sort of rining or perhaps a ground loop. I did take out the 10uF electrolytic cap in that area of the motherboard, tested it (with a multuimeter with capacitance measurement), and it appears to be fine. I compleley cleaned the machine and have inspected the area around the video circuitry and don't see anything of concern. Apart from this issue the computer runs flawlessly.

When I turn on the computer I see color ghosting/banding around the characters. I have recently acquired an Apple IIe and I'm hoping someone here can help me with an issue I'm having.
